Because Cloud in a dress owns so much it's actually canonical.
The imagery comes from this pre-game fic which, go figure, is slash *SHOT*, which is why he looks even girlier than the usual. I intended to illustrate the scene when Zack pulls him to the mirror to show the result of their combined efforts, so that's why he ended up with a hand and a foot cropped out. Then I got lazy and decided it was good enough - fiddling anymore would probably spoil the airy feel.
Then Clouderella went to the ball and met a really pervy President Shinra. Hilarity ensues.
